The Maharashtra government on Sunday announced the launch of ‘Mission Begin Again’ from June 3, an elimination of restrictions and introducing relaxations to the current lockdown, even as that the lockdown was extended itself by it before June 30. The plan does not apply to containment zones.
Activities are jogging, running, and patient outdoor physical exercise such as walking, but only in the neighborhood. Biking is emphasized by the guidelines as a preferred exercise, as it ensures the custom of social distancing. Moreover, government and private offices would be to function with 10 percent of their existing personnel strength and 15 percent, respectively.
Evening home delivery of newspaper was permitted to restart from June 7,” Chief Minister Uddhav Thackeray said in a live-streamed address. He also stated pupils will be marked on the aggregate of previous semesters and that final-year university tests won’t be held. Film shootings are set to resume. From 9 pm to 5 am, night curfew remains in place for all three stages.
Containment zones — there are zones such as 177 in Thane 684 in Mumbai, and 65 in Pune, in Maharashtra — aren’t included within this graded opening.
The relaxations apply to every area outside these containment zones in the 19 red zones of the state, which include the Mumbai Metropolitan Region and municipal corporation areas of Pune, Solapur, Aurangabad, Malegaon, Nasik, Dhule, Jalgaon, Akola, Amaravati, and Nagpur.
In the first phase beginning June 3, as per the order issued by Chief Secretary Ajoy Mehta, the government has allowed individual physical activities like jogging, walking, running and cycling in public areas, including at local beaches, public and private playgrounds, gardens and promenades and other open spaces, between 5 am to 7 pm.
No group action will be permitted. The order stated that the journey within cities won’t be allowed while encouraging biking.
Additionally, the government has enabled plumbers, electricians, and technicians as well as those working in automobile garages and workshops to work with prior appointments. Additionally, it said that all government offices — except people involved in emergency services — will work with 15 percent employees or a minimum of 15 workers.
At the next stage beginning June 5, all markets and shops — except pubs and market complexes — are allowed to work on odd and even days between 5 pm and 9 am. Those on the other side will start on even days, while stores on one side of the road, lane, and passage will start on strange days. However, customers won’t be allowed to try on clothing, and the return and exchange policy are scrapped for now.
“People are advised to walk/use cycles for shopping and also to use nearby/neighborhood markets as far as possible… Use of motorized vehicles for purchasing will be strictly discouraged,” said Mehta, including that when social distancing norms aren’t followed, authorities will instantly close down these shops and markets.
Further, autorickshaws, taxi aggregators, and taxis have been permitted to ferry two persons aside from the driver for crucial activities.
At the next stage from June 8, all of the offices can be operated with up to 10 percent power. Sources said the staggered opening is in the forthcoming days in anticipation of a spike in the number of Covid-19 cases. “A surge was reported in some towns in which the relaxations were given two weeks ago. We expect it to happen in other municipal company areas, which is the reason why relaxations are allowed and Mumbai. Additionally, we do not want the folks to step out of their houses,” said an official.
Mass transporters such as BEST and the train service aren’t part of the graded opening. Nor are schools and schools, places, and religious places of salons, barbershops, spas and worship, shopping malls, hotels, and restaurants in addition to political, societal, sports, religious and large congregations.
Officials said increasing the staff strength of government and private offices would depend on the type of spike in cases in the forthcoming days — as well the resumption of their train services — a decision that needs to be obtained by the Centre.
Uddhav, while addressing the state in the evening, said that newspaper home delivery is going to be allowed from June 7. “We are providing permission for residence delivery of newspapers from following Sunday. But we must look after the newspaper vendors who have to be given a mask and a bottle of hand sanitizer,” he added.
He said that it is difficult to maintain university exams until August. “So, we’ve taken a decision that pupils will be marked for the last semester based on the aggregate marks of their previous semester examinations. However, if any student feels that they might have scored more marks (compared to aggregate marks), they can be given a choice to look for exams whenever it’s possible to hold the examinations.”
Additionally, with increasing demand from amusement bodies to allow shooting, the government gave conditional consent to restart shooting of web collection, tv serials, films, along with many others in zones. An official at the Chief Minister’s Office said: “Applications will be inspected and then the consent will be supplied. If programs are found sufficient, the permission to begin production work is likely going to be given within a day”
The 16-page Government Settlement (GR) stated that steps should be required to educate and sensitize all the partners and workers engaged with the shooting process regarding preventive measures. Producers will have to execute functions that are post-production and pre-production by adhering to instructions.
The GR requested the manufacturers to minimize crew power by 33 percent while all staffers have been required to carry identification cards. Whenever possible, casting ought to be done remotely through similar choices, and Facetime Skype. Physical contact needs to be guaranteed during the shoot.
All the needed permissions to commence shoot for virtually any TV show is to be procured by the various broadcasting business from the collector of the district in which the shooting is to take place. The Shiv Sena has decided to turn its shakhas into clinics in Mumbai.
